Presentation from staff regarding roadway design modifications requested by the BoCC regarding the re-routing of SW 75th Street south of Archer Road through the Brytan planned development.

Recommendation
Allow the Brytan Planned Development to proceed as originally approved. Ensure appropriate traffic calming measures are used on SW 75th Street south and outside the limits of the development. Allow construction traffic to be distributed evenly over entire internal roadway network.

Executive Summary
On July 10th, numerous residents of the subdivisions south and west of Archer Road that access SW 75th Street south appeared before the Board to voice their displeasure over the re-routing of SW 75th Street south of Archer Road through Brytan, a Board-approved new planned development. The primary objections related to the design parameters of the road, particularly traffic calming features including the installation of on-street parking. On September 11th, the Board heard a presentation from staff regarding this issue and the Board directed staff to work with the developer of Brytan and the residents in the area to develop alternatives to be considered by the Board for implementation to help to alleviate concerns. On December 4th, staff presented alternatives to the Board for consideration but none of the alternatives were acceptable to the full Board and staff was directed to return to the Board with less costly design options. Additionally, staff was directed to investigate the possibilities of alternative construction access. A short timeline was given due to the fact that a parcel geographically located in the center of the area to be discussed was nearing development review approval.

Background
During the adoption of the 1991 Comprehensive Plan, the decision was made to re-route SW 75th Street, south of Archer Road to align with the intersection of SW 75th Street, north of Archer Road. With the first phase of construction of the Brytan mixed-use planned development, the re-routing has been implemented. The re-routed roadway was designed as an Urban Activity Center Main Street in accordance with the Alachua County Corridor Design Manual. Neighbors to the south and west are raising objections because they no longer have access to SW Archer Road without having to pass through the Brytan development. Areas of citizen concern included safety, the use of on-street angled and parallel parking, construction debris on the roadway, the new-urbanist design of the roadway resulting in the feeling that they are being funneled through a parking lot, the use of County R/W for stormwater facilities, emergency access and response times, access by larger vehicles, access to the shopping center north of Archer Road, increase in traffic volumes on the roads in the Arrowhead subdivision, speed limits south of Brytan, increases in traffic as more development occurs in the area and why the old alignment of SW 75th Street was not given predominance over the new alignment.

Issues
Many of the residents feel that they should have been specifically notified and feel changes to the roadway design must be made. The developer feels that he has met all County requirements and is fully approved to continue with construction of the development. Legal action has been threatened by both sides.
