Executive Summary The Board competitively awarded City Of High Springs $200,000.00 funding on May 8, 2007 under SFY 2005-2006 SHIP Single Family Housing Development Program to rehabilitate eight (8) eligible housing units for the term of April 1, 2007 to March 31, 2008. The Provider encountered significant difficulties in finding eligible recipients due to unwillingness of many home owners to sign a 30-year due on sale mortgage per requirement of the Alachua County SHIP Local Housing Assistance Plan (LHAP). At its January 22, 2008 meeting, the Board has approved an amendment to the current Alachua County SHIP LHAP to change the mortgage requirement to a 10-year forgivable loan for rehabilitation and repair jobs. Per an administrative extension given for one month, this agreement will expire on April 30, 2008. Staff is submitting this Amendment No. 1 to SFY 2005-2006 SHIP award Agreement with City Of High Springs to the Board for approval and extension of the term of the Agreement through September 30, 2008. Background The Board competitively awarded City Of High Springs $200,000.00 funding on May 8, 2007 under SFY 2005-2006 SHIP Single Family Housing Development Program to rehabilitate six (8) eligible housing units for the term of April 1. 2007 to March 31, 2008. In the rehabilitation housing sector, due to unwillingness of the probable recipients to commit to a 30-year due on sale mortgage, the Provider faced significant difficulties in recruiting willing and eligible recipient during the initial period of the Agreement. As a result of the new 10-year mortgage with the forgivable loan, the Provider may now recruit required eligible home owners to complete the project by September 30, 2008. Issues Due to mortgage related issues which have been resolved, the Provider is now in a position to recruit required eligible home owners, but needs additional time to recoup the lost time and to complete the project. Therefore, staff is submitting this request for approval of the Amendment No. 1 to the Subrecipient Agreement extending the term of the Agreement through September 30, 2008. Fiscal Recommendation This recommended action has no additional fiscal impact. Fiscal Alternative(s) None.
