Approve Amendment No. 1 to SFY 2005-2006 SHIP Single Family Housing Development Award Agreement with NHDC extending the Agreement term to September 30, 2008 and increasing award amount to $309,285; and approve amendment No. 1 to Attachment 2 Project Budget to allow NHDC to rehabilitate additional seven (7) housing units for a total additional cost of $114,285. Executive Summary
The Board awarded NHDC an award in the amount of $195,000.00 through the 2005-2006 Alachua County SHIP Local Housing Assistance Plan on a competitive basis under the SHIP Single Family Housing Development Program on May 8, 2007 to rehabilitate, repair at least seven (7) housing units for low and very low-income homeowners residing in Alachua County outside the incorporated limits of the City of Gainesville for the term of April 1, 2007- March 31, 2008. Per an administrative extension given for one month, this agreement will expire on April 30, 2008. Today NHDC has reported that NHDC has completed rehabilitation of nine (9) housing units under the original Project Budget of $195,000. The Provider has reported that the Provider currently has five (5) or more additional clients in their pipeline that would benefit from additional Alachua County Home Repair funds. Staff anticipates that, per current performance of the Provider, the Provider is capable of rehabilitating at least five additional units for an additional total program cost of $114,285 with an agreement deadline of September 30, 2008.

Background
The Provider to date has completed rehabilitation of nine (9) housing units in place of seven (7) units originally planned for a total expenditure of $195,000 per original Attachment 2 Project Budget. The Provider has demonstrated willingness and readiness to rehabilitate additional five or more units if additional funds and time is awarded. The Provider has, therefore, requested County to amend the Subrecipient Agreement to allow the Provider to rehabilitate additional five (5) or more housing units for an additional total cost of $114,285 as incorporated in AMENDMENT No. 1 TO ATTACHMENT 2 PROJECT BUDGET. As a result, staff is submitting this request.

Issues
Under the 2005-2006 SHIP funding, a previous Subrecipient, Central Florida Community Action Agency, Inc. has withdrawn from the award Agreement leaving $55,000 unencumbered funds. Also, withdrawal of Town Of Micanopy from the SHIP program left $92,000 of unencumbered funds. At this time, additional funding must be encumbered to meet program requirements, and NHDC has demonstrated capacity to expend additional funds on a timely basis.

Fiscal Recommendation
This recommended action has no additional fiscal impact on the Alachua County SHIP Local Housing Trust Fund. The additional $114,285.00 fund for NHDC will be reallocated from previously awarded SHIP funds to other Subrecipients who failed to expend those funds.
