Executive Summary
The County has contracted with the City of Gainesville to run the the middle school after school Teen Zone program since 2004. The County has funded the program at Kanapaha Middle School at a cost of $75,000 per year. Through a $99,200 Federal Education Improvement Grant a reduced two year Teen Zone program has been provided at Ft. Clarke Middle School since January 2007 at a cost of $49,600 per year. Funding for the program at both schools ends in FY2008.

Background
During the FY2004 budget process the County Commission approved $50,000 for a two year after school middle school program. The funding was used to establish a program called "Teen Zone" at Mebane Middle School. The County contracted with the City of Gainesville to provide the program at Mebane. The program ran from January through May, 2004. During FY2004 the City of Gainesville also funded a “Teen Zone” program at Westwood Middle School for $50,000. During FY2005 the County approved funding $75,000 for the “Teen Zone” program and moving the program from Mebane Middle School to Kanapaha Middle School. As part of its 2005 Federal Legislative Agenda, Alachua County in conjunction with the City of Gainesville requested $2 million in federal assistance for the development of a multi-agency initiative designed to provide programs and services to at-risk children through a comprehensive after school program. Through the efforts of the county’s lobbying activities along with the efforts of the ACTION Network, Alachua County was awarded an earmark of $100,000 through the U.S. Department of Education’s Fund for the Improvement of Education to expand the middle school after school programs. Due to an across-the-board rescission of 0.8% required by Congress, the actual amount received by the county was $99,200. On November 22, 2005 the Board approved the $99,200 federal grant agreement. Discussions with the City of Gainesville, the Alachua County School Board, and ACTION Network resulted in Ft. Clarke Middle School being selected for the two year Teen Zone program beginning January, 2007 and ending in 2008. The Teen Zone program has specific tracking requirements and goals to determine if the program is beneficial to the students participating. The goals and the current 2008 outcomes are: Goal: 80% of youth participating in the program will not have initial or repeated involvement with the juvenile justice system. -Tracking Method: We will demonstrate this outcome by receiving reports from our local police department and continued monitoring of the students. - Outcome: 97% of the students did not have initial or repeated involvement with the juvenile system. Goal: 80% of students participating in the program will achieve or maintain a grade point average of 2.0 or more, or increase their academic achievement. -Tracking Method: Our partnership with the School Board of Alachua County will enable us to compare data listing the student’s grade point average at the start of the program, with the data at the end of the academic year. This information would not be transferred to us, just the end statistics. - Outcome: 88.3% of the students achieved or maintained a GPA of 2.0 or more. Goal: The overall average attendance of program participants will be better than the overall average attendance of non-participants. -Tracking Method: Our data records will also keep records of attendance for the academic year.-Outcome: School average daily attendance was 93%. The Teen Zone participants average daily attendance was 94%.

Issues
Grant funding for the Ft. Clarke Middle School Teen Zone program ends FY 2008. The agreements with the City of Gainesville to run the programs at Ft. clarke and Kanapaha end September 30, 2008.
