Agenda Item #23 Title CPA 12-08: A request for a large scale comprehensive plan amendment for a land use change from Industrial to Medium Density Residential on approximately 32 acres (Amended) Amount N/A Description A request by Jeff Braswell, agent, for Brittany of Michigan, owner, to amend the Future Land Use Map 2020 from Industrial to Medium Density Residential on approximately 32.38 acres located at 5010 NE Waldo Road on Tax Parcel Number 08163-001-000. Recommendation Conduct the public hearing and transmit the large scale amendment to the Department of Community Affairs (DCA). The LPA recommends that this not be transmitted to DCA (5-1). Alternative(s) 1) Do not transmit the amendment. 2) Direct staff to investigate revisions to the ULDC with respect to non-conforming uses that would address manufactured home replacement issues as found at the Brittany Estates Mobile Home Park. Brewington (374-5249) Originating Department Growth Management Attachment(s) Description 1) Background Information and Application 2) Staff Powerpoint Presentation 3) Staff Report Documents Requiring Action NA Executive Summary The applicant (Brittany of Michigan) is requesting that the land use designation on this parcel be amended from Industrial to medium Density Residential. the property contain an existing mobile home community, which has been established on the site since the 1970's. Background The existing land use designation on this property (Industrial) is inconsistent with the use of the property as a mobile home community. As a non-conforming use, this mobile home park is not allowed to expand existing uses beyond their present scope. Lot owners and the property owner have been unable in many cases to pull building permits for replacement mobile homes or to upgrade existing (but older) units. Designation of the parcel as Medium Density Residential with a change in zoning to RM (mobile home park) zoning will allow replacement units and other residence to be placed on the property. Issues 1) Proximity to Gainesville Regional Airport with associated noise issues (Staff from GRA will be providing written comments to the BoCC). 2) Addressing permitting on parcels that have long-established non-conforming uses (Brittany Estates was established in the 1970's, prior to the 1991 Comprehensive Plan that established the Industrial land use designation for this parcel).
