Alternative(s) Do not approve the 10th Amendment Requested By John Pricher Originating Department Tourist Development Attachment(s) Description !0th Amendment to the MOU including exhibits Documents Requiring Action 10th Amendment to the Memorandum of Understanding (MOU) between Alachua County and the Alachua County Tourist Development Council (TDC) for the administration of Alachua County Tax Grant Program Executive Summary The 10th Amendment to the MOU gives the TDC the power to award funds for the Alachua County Tourist Development Council Conference Incubator Program (Exhibit F) and replaces Exhibit E in its entirety. Background Section 38.04(d) of the Alachua County Code sets forth the powers and duties of the Tourist Development Council (TDC). Section 38.04(d) states that the TDC may “perform such other duties as may be prescribed by ordinance or resolution of the Board of County Commissioners”. The award and administration of Tourism Grants was set forth as a duty of the TDC through a Memorandum of Understanding approved by the Board on June 12, 2001 and Resolution 01-81 adopted July 10, 1981.The previous nine amendments have expanded and enhanced the program the MOU governed. The important amendments are as follows: The third amendment extended the term of the MOU to September 30, 2007and added a Countywide bid pool program to the TDC’s responsibilities. The fourth amendment added a new scholarship program to the TDC’s duties, and the fifth amendment revised the Tourism Grant Program. The sixth amendment added the new Tourism Product Development (TPD) Program and established a committee process for reviewing TPD proposals, said committee to be appointed by the TDC. The seventh amendment added a capital component and application guidelines to the TPD Program. The eighth amendment gave the TDC the power to make funding awards for the TPD program. Issues If the amendment is not approved then the new Conference Incubator Program cannot operate and the TPD Program will face a delay in opening it application and awards process.
