Consider appointments to six vacancies on the Environmental Protection Advisory Committee, and consider appointment to the Alternate position if current Alternate is appointed to a Citizen-at-large position.

Recommendation
Appoint six to vacancies for citizen-at-large positions on the board: two to positions with partial terms ending June 2009, then to full terms ending June 2012 (47 months); two to positions with terms ending June 2011 (35 months); and two to positions with terms ending June 2010 (23 months). If current Alternate is appointed to citizen-at-large position, appoint one to Alternate position, partial term ending June 2010 (23 months).

Executive Summary
Currently there are nine citizen-at-large vacancies on the Environmental Protection Advisory Committee, and eight eligible citizens have applied. Three members whose terms have just expired may continue to serve if not replaced. Therefore we suggest that the Board appoint members to six of the nine vacant positions, then appoint one to the alternate position if the current alternate has been moved to citizen-at-large.

Background
The Environmental Protection Advisory Committee is comprised of 15 members and one alternate serving three-year terms. They provide advice on the management of the County’s natural ecosystems, environmental policies and related issues. EPAC’s establishing resolution states that a simple majority of the committee is required for a quorum (8 of 15 positions). At present there are only six filled positions.
