Executive Summary
This is a request for authorization to advertise an ordinance calling for a referendum to amend the County harter for increased protection of County-owned lands for conservation, recreation, and cultural purposes.

Background
On May 20, 2008, the County Commission directed staff to bring a charter proposal generated by Robert Hutchinson for review by the four following advisory boards: Land Conservation Board, Recreation and Open Space Committee, Rural Concerns Advisory Committee, and Environmental Protection advisory Committee. The proposal is to establish a registry of county-owned lands acquired or used for conservation, recreation, or cultural purposes; the County Commission would add properties to the registry by resolution; and to prohibit the sale or conversion of lands to other uses except by referendum vote. The County Commission also directed the County Attorney to draft an ordinance for the referendum and charter proposal. The public hearing would be held on August 12, 2008, in order to meet the Supervisor of Elections’ ballot language deadline of August 15, 2008.
