Executive Summary
The County has received the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) Federal Earmark grant funding in the amount of approximately $6.5 Million after recision. $2 Million is allocated for the Planning, Project Development & Environmental (PD&E) and Design for the SW 62nd Blvd 4-Lane Arterial and $4.5 Million is allocated for right of way acquisition for the project. The expenditure of these funds is monitored by the Florida Department of Transportation (FDOT). The Public Works Department is Local Agency Program (LAP) certified by the FDOT to manage this project. On June 12, 2007, the Board awarded a professional services contract to HNTB for a corridor study, a Project Development and Environmental (PD&E) study and 100% construction plan development. After the Corridor Study was complete it was determined that all four of the viable corridor alternatives were determined to have potential benefits and impacts based on the comments on the potential project effects received for each corridor alternative as part of the Effective Transportation Decision Making (ETDM) process. Therefore, all four corridor alternatives are recommended for additional evaluation as part of the PD&E phase.

Background
The County received an Earmark funding grant as part of the SAFETEA-LU federal legislation in the amount of approximately $6.5 Million (after Federal recision) for the Planning, PD&E, Design and Right-of-Way acquisition for a north/south corridor between Archer Road and Newberry Road to provide congestion relief to I-75, SW 34th Street, Archer Road and Newberry Road. The County will be responsible for the Planning, PD&E and Design of the project with an estimated initial budget of $2 Million as a part of the Local Agency Program (LAP) agreement that was approved by the Board of County Commissioners on February 27, 2007. The FDOT will be responsible for the right-of-way acquisition portion of the project. On June 12, 2007, the Board awarded a professional services contract to HNTB. The contract provided study and design services in three phases. The phases included a corridor study, a Project Development & Environmental (PD&E) study and 100% construction plan development. The contract amount of $997,947.38 only included engineering fees for Phase I and Phase 2. Engineering Fees for Phase 3 will be submitted as an amendment to the contract when the PD&E is complete and final design parameters are identified. The Corridor Study is now complete. A contract amendment for additional services is needed to complete the PD&E study on four alternatives (original scope and fee included PD&E on one alternative) because all four of the viable corridor alternatives were determined to have potential benefits and impacts based on the comments on the potential project effects received as part of the Effective Transportation Decision Making (ETDM) process.

Issues
Newberry Road, Archer Road, SW 34th Street and I-75 are all heavily traveled corridors that need congestion relief. A PD&E must be performed to determine the most optimal corridor for alleviating this congestion. Without this contract amendment the County will not be able to complete the additional analysis needed to determine a preferred corridor and the County will not meet the deadlines outlined in the LAP agreement for completion of the studies and design.

Fiscal Recommendation
Fund is budgeted for $2M for initial expenditures and is 100% reimbursable from FDOT.
