Concurrency Management
The Alachua County Public Works Department manages the Transportation Concurrency Management System. All proposed developments within the unincorporated limits of Alachua County are required to obtain a Certificate of Level of Service Compliance (CLSC) as a part of obtaining approval for development.
The primary focus of the Public Works Department is to determine if adequate capacity exists on the roadway network. This determination is based on the Average Annual Daily Traffic (AADT) of the roadway, the projected impact of previously permitted but uncompleted development and the projected impact of the proposed development.
The projected impacts are determined by a traffic study performed by a transportation professional on behalf of the developer and submitted at the preliminary stage of review. The traffic study must conform to the Alachua County Concurrency Study Methodology. If capacity exists on the affected roadway(s) then the development will receive a CLSC and a trip reservation.
All trip reservations are tracked in the Transportation Concurrency Management Database. A preliminary CLSC is valid for 180 days and a final CLSC is valid for 1 year unless construction has commenced.
